Doimukh,  Nov 30: Governor Lt. General KT Parnaik (Retd.) graced the 21st Convocation of the Rajiv Gandhi University  as Chief Guest on Thursday.  6186 undergraduate and 969 post graduate degrees were awarded in the 21st Convocation of RGU. 28 Master of Philosophy and 120 Doctor of Philosophy degrees were also awarded on the occasion. 30 toppers in Undergraduate courses and 38 toppers in 38 Post graduation courses received gold medals. 14 MPhil, 77 PhD, 21 gold medallists in Undergraduate courses and 24 gold medallists Post graduation courses were female candidates.
Congratulating the graduating candidates, the Governor advised them to create a new work culture that would adhere to values, ethics and morals, in a world that is besieged with several conflicts and concerns. He called upon them to contribute towards the cause of  society, state and nation.
Parnaik complimented governing bodies, deans, professors and faculty for their vision, commitment, conviction and determination in the transformative journey of Rajiv Gandhi University since 1984. He also commended them for their contribution towards training the young and aspiring minds, which he said is reflected by the growing stature of the university alumni and leadership roles they have imbibed over the years. PhD degrees have enhanced exponentially over the past five years and have risen nearly 400% over these years, he said.
The Governor who participated in the Pink Constitution Day celebration was delighted that out of 110 PhD awardees this year, there were 70 female candidates and female students securing UG Gold Medals were more than double of their counterparts. The proportion for PG gold medallists also continues to be on a higher side in favour of women. The 82% pass percent of Undergraduates and over 62% for Post Graduate candidates are equally worth acknowledging, he said.
While emphasizing RGU to adopt a multiple mode of ‘Education & Skilling’ of students to enable enhancement of job opportunities, Parnaik said that the Government of India, under Prime Minister Narendra Modi has now come out with the National Education Policy-2020 which weaves a comprehensive futuristic vision and makes concrete pragmatic stipulations. It highlights the need for full equity and inclusion as the cornerstone of all educational decisions to ensure that all students are able to thrive in the education system, he said.
The Governor also underscored the requirement of special emphasis of education in human values.  He said that value-based education must be included in the development of humanistic, ethical, constitutional and universal human values, which will enhance acceptance of cultural diversities and generate respect for others.
Sharing his observation during his district tours and reposing his faith on RGU, Parnaik said that the tribal societies in the State are transiting through the Third Decade of 21st Century and aspiring to make a huge leap from Tradition to Development. Your villages and towns are in dire need of indigenous Teachers, Engineers, Doctors and Entrepreneurs. That is the gap you will be able to fill to take the State to new heights of achievement, he said.  
The Governor called upon the RGU fraternity to resolve to play their vital role of developing character through education. It must strive to achieve global benchmarking given the vastness and diversity of the global village we live in today, he said.
Advising the students, who are continuing their studies, the Governor stressed on removing fear psychosis while facing examination. He said that the students should welcome examinations as an opportunity for self-evaluation so that they become aware of their strengths and weaknesses and build themselves into better and stronger individuals. 
The Governor, Chancellor, Vice Chancellor and Convocation Speaker presented the gold medals, MPhil and PhD degrees. Chancellor’s Gold medal to Post Graduate topper was awarded to Shri Chandan Chetry, M. Tech (Computer Science Engineering) and Vice Chancellor’s Gold medal to Under Graduate topper was awarded to Ms Minam Yomso, B. Sc (Physics) of JNC, Pasighat. Gold medal for M Phil was awarded to Shri Manngam Wangpan. Pushpa Rani Mitra Gold Medal, instituted by Prof. Amitava Mitrea (Retd.), former Pro VC, RGU, for topper amongst girl students in faculty of social sciences was awarded to Ms. Hibu Mayur, MA in Psychology.
Dr. J. Suresh Babu, Chancellor, Prof. Saket Kushwaha, Vice Chancellor and Dr. N.T. Rikam of Rajiv Gandhi University, also spoke on the occasion. Prof. G.D. Sharma, a renowned academician and the President, Association of Indian Universities, New Delhi, delivered the convocation address.
Local MLA Tana Hali Tara, members of the Court, the Academic Council, and the Executive Council, Deans of Faculties, Heads of Departments and Directors of Institutes were also present.
