ITANAGAR, Dec 13: Arunachal Pradesh Governor Lt. General (Retd) KT Parnaik administered the ‘Oath of Office’ and ‘Oath of Secrecy’ to the newly appointed members of Arunachal Pradesh Public Service Commission (APPSC) at the Darbar Hall of Raj Bhavan, Itanagar on Wednesday.
Col. Koj Tari (Retd.) and Ms. Rosy Taba took oath as the members of APPSC.
Chief Secretary Dharmendra conducted the function.
The First Lady of the State Anagha Parnaik, Chief Minister Pema Khandu, Cabinet Ministers and distinguished guests attended the function along with other officials and public functionaries.

Focus must be on reforms not conducting examinations: PAJSC

ITANAGAR, Dec 13: Following the swearing-in of new members of the Arunachal Pradesh Public Service Commission (APPSC) on Wednesday, the Pan Arunachal Joint Steering Committee (PAJSC) said it is not against the development but stressed that focus must be on reforms instead of conducting examinations.
"We are not against the new members, but focus should be on reformation instead of conducting examinations," said Vice Chairman (PAJSC) Tadak Nalo.
Addressing reporters at the press club on Wednesday afternoon, Nalo asserted that they do not oppose the appointments of Chairman and Members, but object the irregularities in the appointment process, which, according to him, defy established norms.
Nalo argued that the appointments are both illegal and controversial. Supporting his claim, he referred to Article 317 of the Indian Constitution, which stipulates that the Chairman or Member of the Commission should not hold any office of profit. However, Nalo pointed out that the Chairman and one of the members are currently serving as professors in government institutions.
"How can they be appointed as Chairman and Members without resigning from their respective posts?" questioned Nalo.
He clarified that their objection is not directed at individuals but rather at procedural irregularities. Nalo expressed that the Commission to be formed expeditiously but emphasized the importance of adhering to legal procedures and established protocols, which he feels the state government has neglected, raising suspicions.
Furthermore, Nalo highlighted that after the High Court verdict on Taba Rosy and Col Koj Tari, they were sworn in as members of APPSC, excluding the Chairman and another Member. Interestingly, the state government did not appeal or challenge the court verdict, creating a sense of concern.
"If the state government cannot adhere to the laid-down constitutional norms, it might as well legalize the paper-selling scam in the commission," said Nalo, emphasizing the need for  focus on reformation and the development of a robust Standard Operating Procedure (SOP) for ensuring clean examinations by the Commission.
Meanwhile, Chief Secretary Dharmendra clarified that, both, newly appointed Chairman Prof. Pradip Lingfa and Member Prof. Ashan Riddi have few procedures to follow regarding their present position. As soon as their pending works are completed, the swearing-in ceremony will be done.
