PASIGHAT, Jul 31: East Siang Deputy Commissioner Tayi Taggu has asked all stakeholders for strict implementation of the Prohibition of Employment as Manual Scavengers and their Rehabilitation Act 2013 in the district and asked for conducting time bound survey and submission of report at both Sub-divisional and district level and for extending support for skill development and assistances under various livelihoods schemes etc., for a dignified life. The DC also directed Pasighat Municipal Council (PMC) to conduct a survey on insanitary toilets within the municipality areas so that they be replaced with sanitary toilets.
The DC cum Chairman District Vigilance Committee said this while chairing the District Vigilance Committee (DVC) of East Siang District on the implementation of the “The Prohibition of Employment as Manual Scavenger and Their Rehabilitation Act 2013” in the district.
Local MLA cum Member District Vigilance Committee, Tapi Darang, in his address asked the District Administration and PMC authority to implement the Act, in letter and spirit, so that any beneficiaries or individuals found engaged as manual scavenger are given a proper rehabilitation and other facilities as per the Act.
He also pointed out to the PMC authority to conduct a proper survey along the stretches of Pane Korong stream and other habitations as insanitary toilets are contaminating and polluting the streams through direct disposal of wastes which is posing health hazard and risk of spread of diseases. The MLA also called for conducting awareness drive among the citizens.
The SP East Siang, Dr. Sachin Kumar Singhal also assured support for strict enforcement as per provisions of the Act.
Chief Councillor, PMC, Okiam Moyong Borang, informed that a preliminary survey on insanitary latrines/septic tanks have already been initiated and fund proposal for conversion of insanitary latrines and other equipments shall be placed before the state government.
ZPC, Olen Rome, also offered suggestions for effective implementation and awareness campaign.
The house resolved for formation of sub-division vigilance committee (Ruksin and Mebo) and Survey Committee for East Siang.
EE PMC, Er. Tadar Tarang, in his presentation, highlighted on the salient features of the said Act and its objective to eliminate manual scavenging and rehabilitate individuals for a life of dignity, use of modern technology for cleaning of sewers, septic tanks etc.
