ITANAGAR, July13: The North East Human Rights Organization (NEHRO) has lodged a complaint with the National Human Rights Commission (NHRC) concerning the recent detention of two anti-dam activists, Advocate  Ebo Mili and  Dungge Apang, by the Itanagar Police on July 8 last.
Ebo Mili, also a human rights lawyer from the Idu Mishmi tribal community, and Dungge Apang, the convenor of the Siang Indigenous Farmers’ Forum (SIFF), were planning to meet Union Power Minister Manohar Lal Khattar to submit a memorandum. Their aim was to raise awareness about the adverse impact of rampant dam construction in Arunachal Pradesh. However, they were taken into preventive custody without an official summon and coerced into signing a bond of Rs 50,000 each for assurance of ‘good behavior’ stated NEHRO in its complaint letter.
The activists were detained without proper legal procedures, violating their fundamental rights to peaceful protest and free speech’ asserted NEHRO.
While condemning the actions of the Itanagar Police, NEHRO  stated that the detention under the pretext of preventing potential disruption of a public meeting is a clear violation of the activists' constitutional rights. The organization emphasized that this suppression of dissent sets a dangerous precedent for the treatment of individuals exercising their democratic rights.
The construction of mega dams in Arunachal Pradesh has been a contentious issue, with local communities raising significant concerns about the environmental and social impacts. The lack of consultation with affected communities and the arbitrary imposition of development projects without local consent undermine the principles of democracy and human rights.
In their complaint, NEHRO has urged the NHRC to investigate the circumstances surrounding the detention of  Ebo Mili and  Dungge Apang, to ensure their immediate and unconditional release, take appropriate action against those responsible for this unlawful detention. and safeguard the rights of individuals to peacefully protest and express dissent without fear of reprisal.
