ITANAGAR, Oct 31:  MLA cum Advisor to Chief Minister & Minister of Disaster Management Tanpho Wangnow today said that the state government is committed to transform Arunachal Pradesh into a disaster resilient state.
He was speaking at the inaugural of a four-day training programme on “Incident Response System” for Civil Service Officers, Police Officers and District Disaster Management Officers (DDMOs) here at DK Conventional Hall, Itanagar, today, in presence of Dani Sulu, Secretary (DM) and Komkar Dulom, Director (DM).
Wangnow cited the numerous trainings conducted recently including the four-day specialized training on disaster management organized by the Government in collaboration with the Lal Bahadur Shastri National Academy of Administration (LBSNAA), Mussoorie on “Disaster Risk Reduction & Management” for APCS officers and DDMOs of the state last year.
The minister informed the house about distinctive disasters that the state experience due to varied geographical terrains and urged the resources persons to give little more emphasis on state specific disasters while imparting the training. Speaking on the vulnerabilities of the State to natural and manmade disasters such as flood/flash floods, landslides, earthquake, forest fire, fire etc, he lauded the department for organizing the training on Incident Response System for better and systematic co-ordination among the stakeholders. 
He also mentioned about the training of more than 3000 community volunteers on basic of disaster response across each of the districts. He further informed that  mock exercises are also being conducted at both district and state level on regular basis.
The Chief Guest also released an animated movie “Disaster Achi” prepared on various disaster do’s and don’ts for Information, Education and Campaign.
Director (DM) in his key note address explained the importance of Incident Response System (IRS) and emphasized that every stakeholder should be well versed with it. He also shared his experiences on how useful it was for him in managing and coordinating stakeholders during COVID-19 crisis and informed the house that IRS is not only effective in managing disaster situations but it can be applied in managing other events. 
The training programme is being organized by the Department of Disaster Management, Government of Arunachal Pradesh in collaboration with National Institute of Disaster Management (NIDM), New Delhi.
The training will be imparted by the resource person from NIDM. The IRS, broadly, refers to an emergency management system to be used for incidents of various kinds and sizes such as earthquakes, floods, cyclones, landslides etc. or emergencies caused by train accidents, epidemics etc. Government of Arunachal Pradesh has notified the Incident Response System at District as well as at the State level in the year 2014. The training programme also focuses on making better co-ordination among the stakeholders in the upcoming State level mock exercise on earthquake scenario to be held on 23rd November 2023.
