ITANAGAR, Aug 7: Expressing concern over civil unrest in Bangladesh and potential threats to the Northeast region, including Arunachal Pradesh, the All Arunachal Pradesh Students' Union (AAPSU) has intensified call for stringent Inner Line Permit (ILP) checks.
The AAPSU leaders met with the Home Minister and the Principal Secretary of Home Affairs, urging immediate action to ensure strict enforcement of ILP regulations across all 12 districts sharing boundary with Assam.
“We have also suggested the state government to temporarily suspend the issuance of e-ILP for security concerns. AAPSU has also highlighted the misuse of e-ILPs by some people, so we have urged the authority to issue prompt directives to all Superintendents of Police (SP) and Deputy  Commissioners (DC) to thoroughly verify e-ILPs,” said AAPSU’s Finance Secretary Byabang Hapo Dui.
AAPSU has advocated for the digitalization of the ILP system, noting the absence of data on individuals entering and leaving Arunachal Pradesh. They have proposed a single-window system for e-ILP issuance and the establishment of a department headed by a director to oversee ILP management. The union stressed the urgency of these reforms, urging the cabinet to take decisive action within a month and implement the new system within six months.
As of now, there are three departments that issue e-ILP like the IT Department, the Political Department, and the local administration.
According to data available, approximately 200,000 people enter Arunachal Pradesh annually, with around 50,000 lacking proper documentation. The union called for a system to regulate the influx of non-Arunachal Pradesh Scheduled Tribe (Non-APST) workers, particularly those brought in for construction and other work as well as other works, added the Finance Secretary.
Meanwhile, AAPSU also expressed strong disapproval of the formation of the Arunachal Pradesh Muslim Youth Forum by some local youths. The union urged those who have converted to Islam to surrender their Scheduled Tribe certificates. AAPSU clarified that their objection is not against religious conversion but against the establishment of organizations based on religion within the state.
