Itanagar, Jul 24: Deputy Chief Minister Chowna Mein on Wednesday presented a ` 993.08 crore deficit budget for the year 2024-25.
Presenting the state's budget for the current financial year in the Legislative Assembly, the budget, totaling ` 35,840.79 crore, represents a 20.85 per cent increase from the previous fiscal year and prioritises infrastructure, urban development, and human resources.
“In the Budget Estimates of 2024-25, we are in a position to project revenue receipts of Rs 31,267 crore and capital receipts of Rs 4,573 crore making total receipts of Rs 35,841 crore, which is 21% more than the total estimated receipts of Rs 29,657 crore in BE 2023-24,” Mein said in his budget speech.
He said that the State’s share of Central Taxes for BE 2024-25 has been tallied at Rs 21,913.50 crore, as per Union Budget 2024-25, which is a significant 19.42 percent more than the BE 2023-24. In addition, the State’s own tax revenue has been projected at Rs 2,953 crore and non-tax revenue estimated at Rs 1,054 crore, making the total estimated state’s own revenue generation at Rs 4,017 crore during 2024-25 which is also 17 percent more than the BE 2023-24.
Mein said that the fiscal deficit for BE 2023-24 was estimated at Rs 758.25 crore (2% of Gross State Domestic Product); RE 2023-24 at Rs 1,200.90 crore (2.50% of GSDP); and BE 2024-25 is estimated at Rs 993.08 crore (2.08% of GSDP).
The key allocations in this year’s budget include – Rs 830 crore to improve rural infrastructure, Rs 709 crore for the health sector, Rs 621 crore for agriculture and allied sectors, Rs 337 crore for upgradation of power sector infrastructure, Rs 291 crore for smart urbanisation and Rs 44 crore to upgrade transport infrastructure and services.
Chowna Mein, who also holds the Finance, Planning, and Investment portfolios, emphasised the government's commitment to inclusive growth. "Our vision is people-centric and progressive; We are committed to fulfill the aspirations of every person, especially our youth, women and farmers," he stated.
