Itanagar, Jun 28: The State Government is all set to implement three new criminal laws namely the Bhartiya Nyaya Sanhita, 2023, the Bhartiya Nagarik Suraksha Sanhita, 2023 and the Bhartiya Sakshya Adhiniyam, 2023, replacing the lndian Penal Code, 1860, the Code of Criminal Procedure 1973 and the lndian Evidence Act, 1872 respectively, with the rest of the country from July 1 next.
Extensive preparations have been made to ensure a seamless transition. Significant strides have been made in capacity building and comprehensive training of all pillars of the criminal justice system. For the successful implementation of these laws, and for smooth transition and effective administration of justice under the new legal framework, the State Law Department in collaboration with North Eastern Judicial officer's Training lnstitute (NEJOTI), Guwahati will impart intensive training on the three new criminal laws to the public prosecutors of the State. Under the Directorate of Prosecution, once it is established, the Govt. of Arunachal Pradesh intends to create various categories of posts to ensure its smooth functioning.
The prison officers from the rank of Superintendent of Prison to Warden have attended training programme organized by the CDTI, Kolkata on sensitization of new criminal laws. Prison officers have also undergone training course on the new criminal laws held at RICA, Kolkata from June 25 to 27.
The State police force has been the main focus of intensive training programmes aimed at equipping them with the knowledge and skills necessary to enforce the three new criminal laws (BNS, BNSS and BSA) effectively. Training have been conducted in multiple phases. ln the first phase, which took place from April 29 to May 22, 106 officers ranging from Assistant Sub-lnspectors (ASls) to lnspectors received training at 14 zonal training centres across the State. The second phase of training from June 10 to 28, targets the remaining 346 officers above the rank of ASl. As such, training of all frontline lnvestigating Officers of police has been completed.
Additionally, the training has been complemented by the distribution of online audio video materials to all Police Officers. A two- day online course on the new criminal laws, conducted by the SVPNPA, Hyderabad, was also attended by the State Police officers across all ranks.
This comprehensive approach ensures that even constables and head constables are well-versed in the new laws. Officers have participated in various training sessions conducted both online and offiine, said Joint Secretary (Home), Karma Leki.
To mark the implementation of the new criminal laws, event and awareness program will be held at all Police Stations on July 1 next to highlight the key features of the new laws.
