ITANAGAR, Sep 16: Swachh Prerak Day under Swachh Mahotsav-2019 was celebrated on Monday here at the Dorjee Khandu Auditorium of the State Legislative Assembly to felicitate the best performers of the Swachh Darpan Competition 2019.
Minister, PHE&WS Department, Wangki Lowang was the Chief Guest, 13th Itanagar (ST) AC MLA Techi Kaso, MLA 14thDoimukh(ST) AC Tana Hali Tara and other stakeholders from NGOs, Women Self Help Groups, Gaon Buras, delegates from various districts and other Government departments were present on the occasion. Three top-ranking districts in Swachh Darpan competition were awarded. Deputy Commissioner, West Kameng District was adjudged 1st rank in the State and 2nd rank in the national level. Deputy Commissioner, Tirap District ranked 2nd in the State and 3rd in the national level. Similarly, Deputy Commissioner, Siang District rank 3rd in the State and 7th in the national level ranking. Executive Engineer, PHE & WS Division Bomdila was awarded for the successful implementation of Swachh Darpan in the respective Division. Apart from above, 15 other field functionaries including Assistant Engineers, Junior Engineers, District Consultants, Block Coordinators & Swachha Grahis from 12 Blocks were also awarded for their outstanding performance during Swachh Darpan Competition 2019.
Secretary (PHE & WS) Department Rinchin Tashi stressed on sustaining the Open Defecation Free (ODF) status in the State with the cooperation of all the stakeholders.
He also highlighted that under Universal Sanitation Coverage all missed-out households are to be provided with Individual Household Latrines (IHHL). He also acknowledged the efforts made by the field functionaries for completing 4 wall paintings in each village and installation of ODF board within a span of one month in all the 5389 villages. Various activities to be taken up till October 2 were detailed followed by release of handbook on ‘Menstrual Hygiene Management’. Mission Director, Swachh Bharat Mission-(Gramin) Sentum Yomcha gave Power Point Presentation on various ODF activities and importance of Plastic Waste Management. The awarded Deputy Commissioners also spoke on the importance of the harmful impact of plastic waste on environment and safe disposal of sanitary napkins. Both Kaso and Tara also spoke at length about the necessity to involve all stakeholders including Gaon-Burahs in the journey of sanitation. Kaso requested the Minister to ban the usage of single use plastics in the state and enhance additional support for construction of IHHL to a minimum of Rs. 50,000. Lowang stressed the importance of sanitation and emphasised the need to take responsibility to convert this movement as “Jan Andolan” and change the mind-set of the people. While addressing the suggestion to increase the incentive for construction of IHHL, he specifically said that the incentive is provided only as a reward for constructing toilets.
Chief Engineer, (W/Z), PHE & WS Department Toko Jyoti specified the importance for taking up Solid Liquid Waste Management in 47 Administrative Centres on a pilot project basis involving all stakeholders and also requested the government to reconsider fund for the on-going ODF activities and Universal Sanitation Coverage.
