ITANAGAR, Jul 19: A Consultative Meeting to discuss ‘Integrated Planning Process’ for creation of various infrastructural facilities in the headquarters of the newly created districts of Lepa Rada, Shi-Yomi, Pakke Kessang and Kamle was conducted today under the chairmanship of the Speaker of Arunachal Pradesh Legislative Assembly, Pasang Dorjee Sona here at the Speaker’s Conference Hall.
The meeting was attended by MLAs of Basar, Raga and Pakke Kesang- Gokar Basar, Tarin Dakpe and Biyuram Waghe respectively, Deputy Commissioners of the concerned districts, Chief Engineers of all working departments, Director Town Planning, Director APEDA and executive engineers of these districts along with consultants from New Delhi.
Addressing the meeting, the Speaker, who also represents the Shi-Yomi district as an MLA, said that the main objective of the meeting was to discuss and understand the ground level problems from the concerned district administrations and line departments of the newly created districts. While emphasising the need for proper planning for the newly created districts and to avoid haphazard way of doing things, the Speaker cited the examples of older districts which were developed without proper planning and opined that roadmap for the development of the new districts should be done with proper planning to avoid future problems. Our planning should be on a 100-year concept, he said while stressing on well-planned sewerage system, road, building, water supply etc. Highlighting water supply, power, communication and accommodation as the four major areas which need immediate attention in these districts, the Speaker suggested the district administrations and all line departments to work in unison to develop them as model districts.
MLA Pakke Kessang, Biyuram Waghe stressed on proper town planning, potable water supply, power and accommodation and called upon the concerned departments to make proper planning on the basis of available land and resources to avoid future discrepancies. MLA Basar, Gokar Basar while taking serious note of the encroachment on government lands called for an immediate end to it and suggested the district administrations to stop individual land allotment in government lands meant exclusively for government infrastructures. MLA Raga, Tarin Dakpe also emphasised on initial planning to avoid future problems and informed that the new districts headquarters including Raga need lots of planning to be developed as model ones.
Deputy Commissioners of four districts, Chief Engineers, Directors of Town Planning & APEDA and Executive Engineers shared their ideas and suggestions for various infrastructural facilities in the headquarters of these new districts. They highlighted the challenges being faced by them in the districts due to lack of proper accommodation, water & power supply and requested the MLAs to look into the land acquisition process for early execution of developmental works.
