ITANAGAR, Nov 6: The All Arunachal Pradesh Divyangan Welfare Society (AAPDWS) has urged the state government to direct the Department of Social Justice & Empowerment to immediately start   construction of the Composite Regional Centre (CRC) which is still pending despite the sanction of 28 crore fund in 2017.
It also called for early establishment of the proposed Industrial Skilled Development Training Centre at Nirjuli and sought support   for setting up the society’s head office somewhere in Nirjuli, the proposal of which is also awaiting state government’s approval. Their other demands include creation of a separate department for Divyagyans with a Commissioner to oversee the effective implementation of schemes and programmes, separate funds for celebration of Disability Day which is held every year on December 3, Senior Citizen Care Homes in every district, a 59/100 bedded hostel in every primary and higher secondary school for PWD (girls) etc. In addition, AAPDWS has also demanded construction of a wheelchair ramp with lighting facilities and toilets designed especially for PWDs in every government department across the state and capital.
In a press conference today, AAPDWS, President cum State Coordinator, Damin Kayu informed that thousands of PWDs in the state are currently facing a myriad of economic challenges and lack of resources, improper support system and difficulties in accessing various facilities. “We have been raising all these issues in form of demands with the competent authority for many years but they are   still pending for consideration,” Kayu lamented. Asserting that   central government has enacted various laws to address and mitigate challenges faced by PWDs, he said that benefits from centrally sponsored schemes are either inaccessible or not reaching the majority of the genuine beneficiaries due to improper implementation.
On early establishment of Composite Regional Centre at Nirjuli, Kayu said, “ I along with a few others donated a 2-acre land so that the infrastructure after completion could benefit my Divyangan brothers.”   “However, although two years have passed, the concerned authority is yet to start construction works,” he alleged, also questioning  the insensitivity of the officials of the Social Justice and Empowerment department.     
“Most of us do not have any source of income to sustain our livelihood and have limited opportunities to earn income. Therefore, I humbly request the state government to fulfill our genuine demands in the interest of all Divyangans,” Kayu appealed.
