Itanagar, Aug 9: The Committee on Public Accounts of the Seventh Legislative Assembly of Arunachal Pradesh had its first sitting today here at the Speaker’s Conference Hall of the State Assembly.
The meeting was chaired by MLA Ninong Ering, attended by MLA S Mossang, Senior Deputy Accountant General Ch. V.Sai, Deputy Secretary (Budget) Finance Department, GoAP Ikar Dirchi and other officers of Arunachal Pradesh Legislative Assembly.
PAC Chairman made it clear that as per PAC rules, only the Commissioner and Secretary of the concerned department can attend for tendering oral evidence before the Committee and for that they are to be intimated well in advance so that they can attend the meeting as per scheduled date and time. No officer below the rank of Commissioner and Secretary will be permitted to attend the meeting on behalf of the head of the department. However, they can depute an officer not below the rank of Joint Secretary only in an emergent case subject to approval of the Chairman. It was also clarified by the PAC Chairman that from now onwards, Commissioner or Secretary (Planning) is to be requested to attend PAC meeting to assist the Committee.
Sr. Deputy Accountant General mentioned that the representative of AG will attend the PAC meeting to guide the Public Accounts Committee. He also detailed the functions and procedures of the Public Accounts Committee. LA Media Cell
