Itanagar, May 2: A two-day State Level Orientation Programme on Government e-MarketPlace (GeM) for facilitating online procurement of commonly used goods and services by various departments of the state government as well as concerned agencies, commenced today here at the State Institute of Rural Development and Panchayati Raj (SIRD and PR).
The programme is supported by National Institute of Rural Development and Panchayati Raj North Eastern Regional Centre (NIRD and PR NERC) and aims to throw light on the means to bring in transparency, efficiency and speed in public procurement, thereby complying with the General Financial Rules (GFR) 2017, Arunachal Pradesh.   
Speaking on the occasion Director, SIRD and PR Dr. Vijay Kumar Sharma highlighted that Central and State grants mandate compliance to General Financial Rules 2017, which in turn require compliance on procurement through Government e-Marketplace (GeM) under Rule 149. Informing that the programme would provide hands-on training on operating GeM,   he stressed on the need for proper and timely assessment of requirements for enabling all concerned departments and agencies for leveraging GeM for procurement of goods and services and reminded that state government has made it mandatory for all its departments and agencies to adopt GeM. Director, SIRD and PR further mentioned that procurement through GeM has demonstrated accrual of saving of government grants of up to 26 percent which is a substantial savings of public funds. He also expressed gratitude towards Secretary Rural Development and Panchayati Raj Government of Arunachal Pradesh Rinchin Tashi for supporting SIRD and PR in all its endeavours.
SK Ghosh from NIRD & PR NERC is anchoring the programme as technical resource person. The programme which will continue till May 3 is attended by senior officials from Department of Rural Development, Department of Panchayati Raj, Arunachal State Rural Livelihoods Mission and SIRD & PR.
