ITANAGAR, Aug 26:   In a major breakthrough, Special Investigating Team (SIT) arrested one self-styled NSCN(R) Commander Major Phangran Jugli and a businessman Manoj K Mittal from Nyorch, Naharlagun on Sunday last.
Acting on a tip-off, the SIT team led by Superintendent of Police-SIT Dr. NS Brar along with Inspector N Lali and Inspector T Bage arrested the NSCN cadre and the businessman who was accompanying him. “With the arrest of the NSCN cadre we have foiled the conspiracy to commit extortion activities in the Capital Complex,” the SP claimed while adding that no ammunition was recovered from the cadre but the SUV (Scorpio) registered in the name of Jugli  has been seized. During interrogation, we have also recovered two ATM cards with an amount of Rs 11.86 lakh in one and another in locked condition as well as a money receipt of a rented house in Naharlagun, SP informed.
SP revealed that police has registered a case vide CB-PS No.07/2019 /384/511 R/W 34 IPC. Moreover, Jugli is also wanted in five different cases registered in various police stations of Changlang district and we are also investigating the duo’s motives of visiting the capital. We also suspect that apart from extortion, Jugli was here to buy land for building a hideout in the capital region as he is using his businessman friend’s contact for identifying land and brokers, SP added.
As per police inputs, the NSCN cadre is from Rangran village of Changlang district and Manoj Mittal is from Margarita, Assam who has cement business in Changlang for last many years. Both have been given a 12-day judicial custody by the court.
