ITANAGAR, Jul 31: Armed with RTI documents Young Arunachal Movement(YAM) has leveled series of allegation on Secretary , Rural Works Department for skirting laid down norms in the tendering process of Pradhan Mantri Gram Sadak Yojana Projects.
Addressing a press conference, Chairman YAM, Tarh Hari alleged that the Secretary RWD has mismanaged flagship project PMGSY to provide benefits to some section by defying laid down norms of CPWD and PMGSY guidelines.
Ministry of Rural Development, Government of India has sanctioned Rs 3882.43 Crore for 358 Projects which includes 153 Nos. of roads,22 Nos. of Bridge in Batch-I and 115 Nos. of Road and 35 Nos. of Bridge in Batch-II ( 2018-19). Subsequently tenders for all the 358 projects were floated but surprisingly as per RTI record most projects were awarded on a pick and choose policy, claimed Hari.
He also alleged that, due to pick and choose policy in awarding tenders at higher rates to his favoured firm especially in 68 PMGSY projects have caused a loss of Rs 82,31,81,434 to the government exchequer. Moreover, as per record, Financial Bid Evaluation of 56 Projects was done on a single day on March 1st, 2019 and also awarded the work to the firm. Similarly on 4th March, 35 projects, 6th March, 27 projects and on 7th March, 49 projects were evaluated and works were awarded to the Contractors. Whereas, as per the normal procedure it takes minimum one week for proper Financial Bid Evaluation, claimed YAM Chairman.
‘There could be more similar mismanagement as we have record of only 197 projects out of 358,’ added Hari.
He also alleged that Secretary RWD has appointed himself as the Chief Executive Officer of Arunachal Rural Road Development Agency (ARRDA) as well as the Chairman of the Financial Bid Evaluation Committee (FBEC) which itself is questionable.
While informing that YAM will submit a representation to the Prime Minister on the issue, Hari sought CBI inquiry into the multi-crore PMGSY scam, removable and suspension of all officials involved in the scam.
Meanwhile, Secretary RWD has clarified that all Tender Processes have been floated as per the norms and in presence of the members of the committee as well as Chief Engineers of East and West Zone of RWD.
'Even we have constituted rate analysis committee before the opening of Financial Bid,' informed the Secretary. He also categorically refused to give more information while citing that some project related to the PMGSY is sub -judice as well as in the State Vigilance Department.
