ITANAGAR, Mar 30:EE, PWD Kanubari while strongly refuting the allegation of misusing funds meant for development of Kanubari Area levelled by all Wancho Students union a week ago has termed it as baseless and stated that all the restoration and maintenance works sanctioned under major schemes like RIDF, NLCPR, SADA, DFS, SIDF and SGEG were executed maintaining codal formalities.
Over the allegation of embezzlement of funds sanctioned for circuit house, Jorhat, the EE stated due to frequent threat of land encroachment, the Land Management (LM) department had funded 100.00 lakhs during 2015-16 for construction of boundary wall around the complex.
However the EE informed that during 2016-17, after the said land was handed over to the Department of DFS, subsequently an amount of Rs. 95.00 lakhs was again allotted for renovation of ADST office building, Depot office, security Guard Room and Circuit House (Block-I) measuring 385.59 Sqm.
“There was a huge liability of electricity bill, and we have to mend the water supply for undisrupted water supply. The circuit house which was lying defunct for the last 20 years was made operational and all works were done through tender guidelines,” he added.
Regarding over-lapping and duplicity of schemes as alleged by the student bodies, the EE clarified that the Kanubari-Longding road is an important inter- district road having a total length of 52 Kms. Due to meager fund allotment by the state government under different head of accounts, the restoration and maintenance funds were proposed in specific locations and chainages as per need base, he said.
“Although there may be repeat of same name of work/road under different heads, however, schemes were prepared in different specific locations giving proper chainages for the work. Hence, the question of any duplicity does not arise, the EE asserted.
Also quashing the allegation of violating of AP District Based Entrepreneurs and Professionals Rules 2015, the EE informed there were only two SPA schemes sanctioned in financial year 2014-15 for Construction of residential buildings for Chubam Circle Head Quarter and Approach Road IB at Kanubari (Lawnu).
He however admitted that the work has been allowed to be executed by two Assam based firm under the proprietorship of two local contractors, because the work was tendered prior to notification of District Based Entrepreneur Act 2015 by govt.
“It seems like few vested WSU members are advocating on behalf of registered contractors of Longding district. Had there been any violation of the said act, the registered contractors’ association, Longding could have lodged complaint,” he stated.
Over the allegation of frequent absence from the station, he stated that no one has ever complained to him nor he received any kind of notice from the competent authorities since his posting at Kanubari as Executive Engineer.
He asked the union to come forward with specific records and evidences where he has misbehaved or quarrelled with entrepreneurs or local people and urged the union to refrain from levelling such baseless allegation without knowing the ground realities.
