ZIRO, Dec 18: The 2020-21 Gram Panchayat Development Plan (GPDP) for Lower Subansiri district was approved and passed during the meeting of the district planning committee for panchayati raj (DPCPR) chaired by DC I/c Nending Chatung, ADC here on Wednesday.
The plans were earlier prepared through a ‘people’s plan campaign’ and gram sabhas held across all the gram panchayat headquarters.
Chatung who is also the DPDO cum Chairman of the Interim Committe of the DPCPR advised the members to ensure a comprehensive and participatory process involving the community particularly in the Gram Sabhas in convergence with line departments to avoid overlapping of projects.
“The GPDP received from the member secretaries of various anchal blocks for final approval of the DPCPR has been proposed under the 14th Finance Commission Grants, the MGNREGA, and schemes of all the line departments relating to 29 subjects listed in Schedule 11, as per Article 243 (G) of the constitution,” Chatung added.
He further advised the members to “ include innovative schemes that encampasses all the sectors and suffices the critical infrastructural gaps in all the gram segments."
"Community based projects that could generate revenue should also be prioritized," he added.
Also speaking in the meeting ADC JT Obi said that all the line departments should ensure mandatory participation in Gram Sabhas.
"Streamlining Gram Sabhas will ensure effective plans void of any duplicacies," he added.
Besides discussing and scrutinizing all the schemes and proposals , issues related to conduct of Gram Sabhas , overlapping of few schemes and problems faced by the Frontline workers, Panchayat Technical Assistants were discussed at length. DIPRO
