ITANAGAR, Mar 15: Tapir Gao, President, BJP Arunachal Pradesh has welcomed passing of the Arunachal Pradesh Amendment Bill in the Assembly and congratulated Chief Minister Pema Khandu and Minister Panchayati Raj Alo Libang for the progressive step which will have far reaching impact on grassroots local governance and developmental challenges.
With the amendment, the structure of the Panchayati in the State will be two tier which is in line with the provision of Article 243 B sub clause (2) of Constitution. In fact this amendment was long overdue as per the population size of the State, expressed Gao. Apart from improving efficiency of planning and implementation, restructuring of the Panchayati will also save lot of financial resource on honorarium which can be used for developmental purposes, he added. Annually about Rs.5 crores was spent on honorarium for 1779 Anchal Samiti Members, which will be now available for developmental works at the Gram Panchayati level.
As developmental grants which were provided to the middle tier will also be now provided to gram panchayats, the size of fund available will enhance, making it viable to take up development activities more effectively at the local level. Earlier, as the resource available was spread too thin as development grant across three tiers earlier, the efficacy was compromised in carrying out developmental work. With the current restructuring, this issue is also addressed to a great extent, opined Gao.
He stressed that with the implementation of the new structure, local governance will improve tremendously leading to better implementation of all the developmental schemes formulated by Prime Minister Narendra Modi and Chief Minister Pema Khandu for the rural poor. The BJP State President further added that eventually, it will lead to all inclusive growth and transformational change in the rural sector.
