Itanagar, Jun 29: The second round of the Joint Consultative meeting to discuss the issue relating to the existing norms of issuing APST certificates to the offsprings of Non-APST father and APST mother and  formulation of a proper policy framework in this regard was held today under the chairmanship of Health Minister Alo Libang.
A two-member team comprising the President & General Secretary of the All Arunachal Pradesh Students’ Union (AAPSU) attended the meeting. After a threadbare discussion, the house unanimously acknowledged the problems created due to the misuse of APST certificates by countless individuals who acquire such certificates by fraudulent means. However, it was felt that there are some legal complications arising out of the previous court rulings concerning similar matters.
AAPSU has opined that legal luminaries of the state including the State Advocate General should give their opinions so that any legislation framed by the state government in this regard can stand the scrutiny of the courts. The union also extended its gratitude to Libang and the MLAs Nyamar Karbak and Kento Jini for initiating discussions in the last Assembly session and also to all those MLAs who took part in the discussion.
Later in the day, an AAPSU team led by Vice-President (Administration) Meje Taku visited the office of the Directorate of Higher and Technical Education here to enquire about the release of pending scholarships for 18081 students which was assured to them in a previous meeting with the Education Minister and Secretary Education. It was informed to the visiting team that as the Director (H & TE) is out of station, the scholarships couldn't be released. However, the team was assured that the same will be processed immediately once the Director (H & TE) rejoins his office.
The visiting team has further urged the Director (H&TE) & FAO (H&TE) to release the scholarship amounts within 2 days, failure of which will invite protest from the union. AAPSU PR
