TEZU, Jul 11:  A detainee died by suicide in the lockup of Police station, Tezu in Lohit District today. A case of kidnapping and illegal confinement of a minor girl was already registered against the deceased.
Briefing about the incident, Superintendent of Police, Lohit, Dr.DW Thongon informed that police had detained the deceased in connection with Tezu PS Case No. 36/2020 U/S 363/201 IPC for kidnapping and illegal confinement of a minor girl.
"There was one missing report of a minor girl, following that report we had traced out one mobile number.  During the  inquiry, the number was found registered against one Dilbar Hussain who also resided in Tezu and worked in a garage. As per the call details the missing girl was in constant touch with the Hussain. Investigating team after confirmation that Dilbar Hussain was involved in the missing incident of the minor girl was detained later from Namsai in the evening of July 10 around 6pm.  After proper medical examination, he was put under lockup the same evening," informed the SP.
However, this morning around 7:30 am when Sub Inspector, Bimal Kumar entered the cell to check about the detainee, he found Hussain hanging in the lockup.  As soon as the incident was reported to me,  I informed the Magistrate as well as the relatives and his community members about the incident. Through his relatives we have also informed his parents at Karimganj, Assam about the incident, stated the  SP.
He further informed that proper video records, Post-mortem and other procedures were maintained in the presence of the magistrate. “ I am maintaining proper records as per the norms  to be submitted to National Human Rights Commission," said SP Thongon.
When enquired, the on-duty sentry informed that at 6 am while inspecting the lockup, Hussain was well and good.
Further investigation is on, if there is any lacuna from the police side strict action will be taken against the police personnel. However, we have immediately suspended the sentry and lodged separate unnatural death case against the incident, the SP said.
