ITANAGAR, Mar 27:Alleging favouritism in appointment of Director cum Member Secretary, Department of Science and Technology in the year 2017, the Galo Students Union’s Vigilance Chairman, Deni Boje has accused violation of the laid down rules of Recruitment Rule (RR).

Asserting that he possessed enough documents to substantiate his claims, Boje alleged that as per RR only an officer who served as Joint Director for 5 (five) years minimum  is eligible to become a Director.

However Boje claimed that the said officer who has been appointed as deputy director (Information Technology) on October 2014 last and and promoted on officiating basis as joint director on April 2015was allegedly promoted and appointed within 13 (Thirteen) months as Director cum Member Secretary, Department of Science and Technology by Secretary Science and Technology on June 2017.

Terming the said appointment as violation of governor order to remove all Officiating/functional appointments and out of turn promotions, Boje also alleged the file has not been routed through usual procedure and has no approval of the Chief Secretary or CM.

He further stated that Department of Information Technology was bifurcated from the Department of Science and Technology by the State Government vide No.DIT/S&T/155/2011 dated 01/6/2011 wherein all manpower dealing with the matters of Information Technology stands transferred to Department of IT.

Boje informed that the said accused has opted for Department of Information Technology and given two promotions in the new Department. “There are settled law in which once manpower is transferred en bloc to the new department as per government directives, the employees’ repatriation back is null and void,” he added.
