ITANAGAR, Oct 25: Continuing his endeavour in reaching out to the youth of the State, Governor B D Mishra had an interactive session with the students from higher education centers; viz, Rajiv Gandhi University, North Eastern Regional Institute of Science and Technology, National Institute of Technology, Arunachal Pradesh, Dera Natung Government College and Don Bosco College at Raj Bhavan here today.

Interacting on the theme, ‘Governor’s Role in Centre-State Relationship, with special reference to Arunachal Pradesh’, the Governor said that role of the Governor is to serve and ensure well being of the people. Governor with his Council of Ministers coordinates with the Central Government to ensure that due priority is accorded to the State’s development.

Referring to Article 371H in The Constitution of India 1949, the Governor said that the Governor of Arunachal Pradesh has been conferred with special responsibility with respect to law and order in the State of Arunachal Pradesh, which is an onerous obligation.  

Highlighting the fine balance between the Constitutional Head of the State and the Chief Minister, being the Chief State Executive, the Governor said that the Governor is part of the state executive and works on the advice of the council of ministers with the Chief Minister at its head. Citing a recent case, which required urgent concurrence from the Governor by the Union Government, the Governor informed that he communicated his concurrence duly advised by the Council of Ministers.  The Governor, who is a law graduate himself, highlighted the importance of the Preamble of the Constitution of India, the fundamental duties, and also various articles related to the institution of the Governor. He pointed out that promoting law and order, peace and development in the State by the Governor are the pillars of good Centre-State relationship.

Inquisitively, participating in the interactive session, the students asked many questions regarding the role of the Governor in facilitating and strengthening cordial Centre-State relationship, developmental issues and about higher education.
