ITANAGAR, Dec 24: The Likabali Intellectual Forum (TLIF) on Monday demanded an investigation into the alleged misuse of funds worth crores of rupees under State Infrastructure Development Fund (SIDF) approved for road maintenance and development of school infrastructure under Gensi Circle, Lower Siang district.
Addressing a press conference, its president, Nyakar Taipodia said there are a lot of anomalies in approving bills against developmental projects sanctioned under SIDF 2017-18 by RWD at Gensi.
He said that at least Rs 37 lakhs were allegedly withdrawn out of Rs 6 crore fund as the first installment in the pretext of upgradation of the road from Gensi to Tatamori (7km) and Tatamori to Litemori (6km) without carrying out any work on the ground.
He informed that the contractors are now trying to withdraw the remaining funds too.
"Following repeated pleas to the chief secretary by us, the firm started formation cutting a few days back and we have doubts if the work will ever be completed," he asserted.
He also accused RWD of not floating any Notice Inviting Tender (NIT) for the said road construction thereby violating the District Based Entrepreneurs and Professional (Incentives, Development and Promotional) Rules 2015.
"The implementing department also allegedly conducted the tender process by allowing only two firms to participate, whereas under CPWD norms there should be mandatory minimum three firms required to bid for a tender valued more than Rs.1 crore or above," he further alleged.
The forum also cited similar misuse of SIDF funds of crores meant for construction of teacher barracks and laying of security fencing around Government Secondary School at Sibe.
Claiming that it possessed evidence to substantiate their claims, the forum categorically blamed RWD for the embezzlement and local MLA for working hand-in-glove with the embezzlers, thereby depriving the common people of basic road communication.
