NAHARLAGUN, May 15: Minister for Information and Public Relations and PHE, Bamang Felix, while underlining the role of the District Information and Public Relations Officers, exhorted them to explore all potentials in them and asked them to raise themselves to the highest possible level in passing the messages of the Government to the people of the state so that the state truly rises to desired level of development.
The Minister was speaking at the DIPROs Review cum Coordination meeting at the Conference hall of the Finance department at Civil secretariat, Itanagar today.
Asserting the onus of educating over 14 lakh literate as well as illiterate population of Arunachal Pradesh rests with the DIPROs and PROs of the state, he said ‘The faith of the Government and people on the officers of IPR department as most efficient medium of communication in passing the programmes and policies of the government to the people should be well reciprocated with team spirit and in missionary zeal.’
Expressing his happiness over being the Minister of an elite department, he said the role of the IPR officers should not only be to communicate and disseminate information to the people but should be a continuous process and a media to change the thought process of the people.
Informing that Crores are lying unspent in the state at various levels due to lack of awareness in the people regarding the process in availing the benefits of the government’s flagship schemes, he told the officers to be more proactive and involve themselves in the Information, Education and Communication(IEC) Campaigns of various executing agencies.
Speaking on shortages of infrastructure of the DIPROs, the Minister said, the Government is planning to equip all the officers not only the infrastructure needs but the wisdoms through trainings at reputed national and international level. The Government is working on a strategy to strengthen the department and its working system, he added.
The Minister while assuring to look into the grievances of the officers asked the DIPR to expedite process for framing of Recruitment Rules of the officers and creation of posts and projection units wherever required and infrastructural needs like office and residential buildings, vehicle, PA system etc .
Parliamentary Secretary for IPR, Mama Natung, in his address termed Information and Public Relations department as mouthpiece and asked the officers to truly involve in the IEC campaigns so that the rural populace are aware of the schemes. He also suggested for organizing district level awareness campaign through power point presentation on all flagship and central schemes where Panchayat leaders, Gaon Buras, students and general public should be invited.
Natung, while speaking on shortage of infrastructure for the officers profusely thanked the state government for earmarking Rs.4 crore for completion of Soochna Bhawan. He expressed hope that the building will be completed with the amount this year.
Secretary, IPR, Sonam Chombay, while taking part in the discussion informed that the government is well aware of the important roles being played by the DIPROs in dissemination of the policies and programmes of the government and added that fund will not be a constraint for the officers. He further assured to provide smart phones and other equipment to all the officers for smooth dissemination of information.
Advising officers not to be stereotypic in their working, he asked them to be more proactive and explore every possible medium including Social Media in dissemination of information.
Special Secretary, IPR Himanshu Gupta, while presenting a concept paper on ‘Arunachal Raising Campaign’ asked officers to reach out to the people in a holistic manner through various medium of Social Media.
Informing that Arunachal Raising Campaign will be launched on 7th April 2018, Gupta asked the officers to involve themselves whole heartedly and assured to place adequate fund for it.
District Information and Public Relations officers of various districts shared their achievements and constraints through power point presentation.
