PASIGHAT, Jun 23: In view of the incessant rain over the last one week which has resulted in a surge in volume of water of the Siang river and its streams, East Siang DC Dr. Kinny Singh on Tuesday reviewed the situation with the district’s Incident Response Team.
As reported by the WRD department and ADC Mebo, the bund at Sigar in Mebo Sub-division has been breached by 275-300 meters from Zero Point due to scouring which is well beyond the danger mark of 155 meters. After review of the situation, Central Water Commission (CWC) and WRD have been directed to furnish hourly reports and all Incident Commanders have been directed to furnish the daily situation report at 3.30 pm for initiating corrective measures. DC has also directed the WRD department to conduct drone survey and undertake immediate rectification of the bund at Sigar as flood control measures.
EE PWD has been directed to ensure road connectivity and the EE PMC for desilting of drains as urban flood control management action. An urban flood control management cell comprising EE PMC, EAC (Judicial), CO (Sadar), FO(DM) and OC PS Pasighat has been formed. CEO, Smart city has been directed to install portable dewatering pumps in Pasighat township, DFCSO to ensure availability of essential food supplies and the DEOC and all Administration Officers and outposts have been asked to remain alert for disaster response.
Meanwhile, through an advisory, DC East Siang has cautioned the citizens not to venture near the Siang and other rivers and streams during heavy rainfall for swimming, fishing or any other activity to avoid any eventualities. The DA has also advised the people living in the low-lying areas along the river banks particularly, Sigar, Borguli, Seram, Kongkul, Namsing, Mer, Jarku, Paglek, SS Mission, Jarkong, Banskota and Berung and other areas to remain alert and avoid panicking.
Further, it was also directed not to lift driftwood such as logs, trees, bamboo, clamps and any other vegetative material brought by the river from upstream and parked along both the banks of Siang. Violation of the order will attract punishment under section 188 of the IPC and other relevant provisions of law. DIPRO
