PASIGHAT, Feb 17: As part of preparations for Census 2020-21, a two-day conference cum intensive training programme (first phase) for officials engaged was formally inaugurated by the DC cum East Siang Principal Census Officer, Dr. Kinny Singh, held at the DC’s conference hall on Monday.
Addressing the inaugural session, Singh informed that the 2011 census had a paper schedule, with data collected being descriptive and hand-written by the enumerators that later had to be keyed in by data entry operators. However, for 2020-21, the data to be collected is being codified to make reading and collation easier. Also, the data can be collected by enumerator on his phone, registered with the census authorities, via a specially designed mobile app, though he/she will also have option to collect the same on paper and then make data entries. The monitoring of the entire field operation would be done through the portal called Census Monitoring and Management System, Singh said.
Resource-person and Dy. Director Census (AP) Utpal Sarma made ppt and held open house discussion on ensuing Census operation. He informed that Census 2020-21 will be conducted in two phases. The 1st phase will be for House-listing operation along with updation of National Population Register (NPR) and 2nd phase for population enumeration. The first phase will be conducted from April 15 to May 29 and the 2nd phase will be undertaken from February 9 to 28, 2021, he mentioned. Sarma also informed that field work related to both the phases will be conducted by enumerators and supervisors and who will be trained by selected trainers, trained by the Master Trainer Tarasingh Gibo, Asst. Professor, JNC, Pasighat. ADC (Hq) has been appointed as District Census Officer while DSO (Stat) as Additional District Census Officer, ADCs of Ruksin and Mebo as Sub-divisional Census Officer and EACs & Cos have been appointed as Charge Officers, added Sharma.
