Itanagar, Feb 8:  The Deputy Commissioner Capital Itanagar, Talo Potom convened a meeting regarding issuance of NOCs for registration and renewal of school licence to private educational institutes  of the capital with the All Arunachal Private School Association and Arunachal Pradesh Private Schools and Child Welfare Association Itanagar in presence of  MLA Techi Kaso and attended by EAC Education Dr Dana Unna, DDMO Moromi Dodum Sonam and others.
President Arunachal Private School Association, Yowa Bullet highlighted the issue of mushrooming of schools in the Capital Region which needs to be checked. He highlighted that the system of running coaching institutes also need to be streamlined.  He also highlighted that running schools on the pretext of affiliation with some other school should not be encouraged.
Advisor APPSCWD, Tarh Hari said that mushrooming of schools is also contributing to bad performance amongst the students.  
Tony Patey, Principal of Kids Kingdom Middle school highlighted few issues that were noticed during verification of schools by their team and requested for re-evaluation of schools and to suggest measures for improvement.  He said the representatives of the Associations are willing to carry out verification with the Administration if needed. 
Representatives of Coaching Centres also highlighted their grievances with regard to NOC.
The DDMO informed that for NOC, School Disaster Management Plan has to be updated and submitted for which templates have already been issued to those who have applied for the same. She also informed that out of 9 applications received, 2 have already been issued NOC and assured that the rest would be issued as soon as the updated SDMP along with other NOCs from department concerned is submitted.
Likha Kaya, APO and I/c DDSE informed that as per the Education Act, once registration is done, it is to be renewed yearly. He also highlighted the  various guidelines as per the Education Act. 
APO Biri Tapa informed that during the survey carried out by the Education Department, many coaching institutes and private institutions were found to be running without basic facilities for which showcause notices were also served to them. He also informed that there is no separate guidelines for coaching institutes.
He informed that temporary permission can be issued by the District Administration for 11months, within which all eligibility criteria has to be fulfilled including NOC from concerned departments for obtaining licence to run schools.
Concluding the meeting, the MLA urged all to work in coordination with each other so there’s no gap in communication. He stressed that if at all any lacunaes are witnessed, proper notice is to be served for amendments within given timeline so that students doesn’t have to compromise with their education.  He also highlighted that rules have to be strictly followed for all and asked the I/c DDSE to appoint a dedicated officer to look into the matter of Registration of schools.
