ITANAGAR, Sep 13:The first State Level Executive Committee Meeting of Chief Minister Samast Shiksha Yojana (CMSSY) was held under the Chairpersonship of Dr. Madhu Rani Teotia, Secretary (Education) to finalise the Annual Action Plan in the Conference Hall of Directorate of Higher and Technical Education, Itanagar on Wednesday. Each district is to be allocated an amount of Rs 4 Crore for their District level plans for bottom-up planning.

The other members present were Y Ringu, (Secretary, Finance), Dani  Pyaro, OSD (Finance), DCs of  Upper Siang, Anjaw, Kamle, Tirap, Director Higher among others.

The members present were briefed about the priority sectors as per the Guidelines of the Scheme. Secretary (Education) stressed on proposals which were concerned directly with improving the academic results. Regular PTA meetings, Remedial classes, library books including Newspapers, magazines, School diaries, were given the priority and it was stated that construction of Girls toilets in all the schools of the concerned districts should be prioritized first. New construction and previous year liabilities were kept out of purview of CMSSY. 

Secretary (Finance) emphasized on proper utilization of funds under the Scheme and was of the view that no liabilities for the State should be created.
Necessary modifications and amendments were informed to the members present and accordingly it was suggested that same criteria should be adopted for approving the proposals of those districts which did not attend the meeting.
