ITANAGAR, Jun 6: Chief Minister Pema Khandu today conducted a review meeting to discuss the current state of affairs of the PWD department, traffic management in Capital Complex and the on-going status of the state’s highway projects.
The meeting was attended by the Chief Secretary Satya Gopal, PWD Commissioner B Pertin and Chief Engineers of various zones of the department including DC Capital Himanshu Gupta and SP Capital Tumme Ammo. Chief Minister while taking serious view of the out-of-turn, officiating and functional promotions affecting the morale of the officers of the PWD department, suggested to initiate necessary steps to check such promotions through proper procedure. He also said that to strengthen the department, posting of engineers must be on merit basis and not on political recommendations. The meeting further suggested that a proper transfer policy should be adopted and for promotions, special exams be conducted. Further for non-delay in execution of works, Chief Minister asked the department to take financial concurrence immediately after the budget. In view of the deteriorating road condition in capital city region, the CM asked the PWD department to rectify the damaged roads, potholes and culverts to smoothen the traffic and ease congestion.

Several alternate roads to bypass the main highway were also identified and it was agreed that flyovers can be solutions for traffic woes. For strengthening traffic management in the city, it was suggested to the Chief Minister to have a police officer in the rank of DSP to oversee traffic issues and arming the traffic personnel with sophisticated equipments.

Khandu reviewed the status of all the 13 national highways that passes through state covering a length of 2537 km and took summary of the on-going and completed highway projects by PWD and other agencies including status of SARDP-NE road projects. Taking serious view of the construction of 4-lane NH-415 in Itanagar-Banderdewa section, he specifically asked the contracting agency to make Itanagar-Naharlagun section of road motorable with blacktopping by October this year. On 2-lane Potin-Pangin highway, Chief Minister took review of the status of the land acquisition process, bridges to be constructed and physical progress of the maintenance of road for which the state government had earlier sanctioned Rs 60 crore under SADA.
Dilapidated condition of the Kamla Bailey Suspension Bridge and Subansiri Bailey Bridge connecting Daporijo was also discussed and the concerned district administration have been directed to issue precautionary measures for public safety.
