ITANAGAR, Feb 1: CEO, Smart City Itanagar, Bhanu Prabha has sought cooperation from various departments and citizens of the state capital regarding the preparation of Ease of Living and Municipal Performance Index so that performance of Itanagar Smart City can be improved amongst the cities in the country.
The timeline set by the Ministry for completion of the task is February 14 2020 and the Index aims to assess the Ease of Living (EoL) of citizens living in the cities across three pillars namely Quality of Life; Economic Ability and Sustainability comprising of 14 categories (Education, Health, Housing & Shelter, WASH & SWM, Mobility, Safety & Security, Recreation, Economic Development, Economic Opportunities, Gini coefficient, Environment, Green spaces & Building, Energy Consumption and City Resilience) and 50 other indicators. An important aspect of the assessment is the emphasis on collecting quality and reliable urban data through rigorous document check and physical audit which would imbibe a culture of data driven governance in cities to effectively plan, implement and monitor city services in the future. Ease of Living Index 2019 has been framed by aligning its pillars of assessment to the above objectives and broadening them to the overall goal of Preface Holistic Development of Indian cities. Government of India has sought to facilitate Smart Cities and other million-plus population cities in assessment of these three outcomes that will eventually lead to better planning and management. The Index has a component of a citizen perception survey to gauge the pulse of the citizenry with regard to livability and the findings will help in mapping with the results of the Index to assess if the view of the citizens about the city matches with service outcomes.
The governance of cities is determined by the functioning of municipalities and they are the key agents that provide the enablers into making a city ‘Smart’. 
With this view, the Union Ministry of Housing and Urban Affairs has launched the first ever Municipal Performance Index 2019 to assess and analyse the Performance of Municipalities across the country in all 100 Smart Cities and million-plus population cities based on their defined set of functions. The assessment will examine the sectoral performance of Municipalities as well as differents department under the Ease of Living index which include 20 sectors and 100 indicators. 
The Citizen Perception Survey is being administered both online and offline, though Facebook, Twitter, hoardings at prominent landmarks & institutions, posters on public transport and newspaper advertisements. This survey will continue till the end of February 2020.
