ITANAGAR, Feb 16:  As a part of the ongoing feedback taking exercise through the Citizen Perception Survey in run up to the preparation of the vital Ease of Living and  Municipal Performance Index, CEO, Smart City Itanagar Bhanu Prabha has sought wide participation by various Departments and Citizens/Public of the state capital in this regard.
The said Survey which is being administered both online & offline has commenced from February 1 and will continue till 29th. The ultimate aim of this exercise is to ascertain the current ranking of Itanagar compared to the rest Smart Cities in the country which will further act as a way forward to strive for more improvement. The Ease of Living Index will act as a guide to an evidence-based policy making, catalyse actions to achieve broader developmental outcomes including sustainable development goals, assess and compare outcomes achieved by municipal bodies, give citizens an insight into the functioning of local bodies and build a dialogue between stakeholders. The process will make assessment in respect to three pillars namely Quality of Life, Economic Ability and Sustainability and will be spread over 14 specific categories that include Education, Health, Housing & Shelter, WASH & SWM, Mobility, Safety & Security, Recreation, Economic Development, Economic Opportunities, Gini Coefficient, Environment, Green spaces & Building, Energy Consumption and City Resilience and will also be having 50 indicators.
Since the quality of governance in cities is determined by the functioning of Municipalities, Union Ministry of Housing and Urban Affairs has launched the first ever Municipal Performance Index (MPI) 2019 to assess and analyse performance of municipalities across the country in all the 100 Smart Cities and million-plus population cities. Assessment in this case will be based on five Enablers namely Service, Finance, Planning, Technology and Governance which have been further divided into 20 Sectors which will be evaluated across 100 Indicators. The chief objective of this index will be to help the municipalities in initiating better planning and management, fill the gaps in city administration and improve the Liveability of Cities. 
The aforementioned 20 sectors will be Education, Health, Water & Wastewater, SWM & Sanitation, Registration & Permits, Infrastructure etc.
As a part of the above feedback gathering exercise, the Union Ministry is providing assistance in collection, collation and uploading of data and 50+ Assessors have been engaged for the process. Additionally, information are also being collected from various government departments such as Education, Bank, Medical, Public Health Engineering (PHE), Urban Development, IMC (for Sewerage Network and Waste Water, Trading Licences & PMAY etc) Transport, Police (for data on FIR & Crimes), Directorate of Art & Culture, Town Planning etc. The Citizen Perception Survey technically will carry 30% weightage in the Ease of Living Index and the offline version will involve face-to-face interviews. Sending of bulk SMS as well as extensive coverage through Facebook, Twitter, hoardings at prominent landmarks & institutions, posters on public transport and newspaper advertisements have also been made.
