ITANAGAR, Nov 29: Chief Secretary Satya Gopal reviewed schemes being implemented under Border Area Development Programme in a meeting of State Level Screening Committee meeting on Border Area Development Programme (BADP) here today.
Underlining the importance of projects like Model Village being undertaken under the BADP, he said that each Model Village should have a long term perspective plan for building infrastructure in the fields of healthcare, education, roads, power and drinking water supply etc to fill up the critical gaps.
Social and economic infrastructure of the village should also be considered while submitting a proposal, he told the Deputy Commissioners. Income generating activities should be encouraged to ensure a sustainable living in these areas, he added.
While reviewing the Indo Myanmar Action Plan, security related proposals, skill development progress and others, the Chief Secretary directed the Deputy Commissioner to come out with comprehensive and consolidated plans with proper justification of the proposed proposals with project estimates.
Proposals should be vetted by the concerned Deputy Commissioners of the Districts. The scheme should be forwarded under the signature of DC, he told.
He further told the Deputy Commissioners to have a pro-active approach for effective implementation of the projects under the BADP.
Emphasising on timely submission of Utilization Certificates of the completed projects, Chief Secretary stated that additional funds would also be made available by the Ministry of Home Affairs, Government of India as per requirement depending on the timely submission of the Utilization Certificates.
Geo tagging is mandatory of each and every asset which are being created and being executed under BADP, he told.
The meeting chaired by CS Satya Gopal was attended by Commissioner, Secretary, Special Secretary level officers of the State Government. 15 Deputy Commissioners and District Planning Officers of border areas also attended the meeting.
In the meeting, the Chief Secretary also asked the Deputy Commissioners to monitor the works and progress of Saubhagya- Pradhan Mantri Sahaj Bijli Har Ghar Yojana in their respective districts. He asked them to monitor and review progress of Saubhagya and to not leave any stone unturned to achieve the target to provide last mile household electricity connectivity in the district before 31stDecember 2018.
