ITANAGAR, Dec 30: A coordination cum consultation meeting of the All Arunachal Contractor's Welfare Association (AACWA) involving its district units was held under the chairmanship of its President Nabam Akin Hina on December 27 last here at a city hotel to discuss various issues related to the state’s contractors’ fraternity.
In the meeting, the house discussed various issues and adopted a number of resolutions, which were later submitted to the Chairman, Inter-State Committee, GoAP for redressal. Objections were raised regarding the introduction of work order system of up to Rs 1 crore, citing chances of victimization of several professional class V-IV contractors who obtained registration certificates by submitting nominal fees during paperwork. The house also opposed the implementation of a government e-marketing portal and termed the move as ‘against the interest of local vendors’. “If all procurements are to be made through GeM portal then big companies and manufacturers will have chance to directly participate and offer their rates whereas the local vendors will unable to compete with,” it added. It also asked the Superintending Engineers (SEs) and Chief Engineers (CEs) to hold a board meeting once a year for contractor registration under APPWD, stating that rampant issuance of registration certificates to new contractors is causing a hue and cry among the financially weaker contractors.
Demands for modification/amendment of the Arunachal Pradesh District Based Entrepreneurship & Professional (Incentives & Promotional) Act 2015, implementation of E-Tender system etc were also raised by the members during meeting.
