ITANAGAR, Oct 29: The 15th Apex Committee State Water & Sanitation Mission meeting under Jal Jeevan Mission (JJM) was held under the Chairmanship of Chief Secretary Naresh Kumar at the Civil Secretariat, today.
Jal Jeevan Mission is one of the most ambitious programmes of the Government of India envisioned to provide safe and adequate drinking water through individual household tap connections by 2024 to all households in rural India. However, in a major push for the people of Arunachal Pradesh, Government of Arunachal Pradesh has taken it upon the State to achieve the target by 2023, a year ahead of the national target of 2024 to provide Functional Household Tap Connection (FHTC) across the State.
The programme also implements source sustainability measures as mandatory elements, such as recharge and reuse through grey water management, water conservation, rain water harvesting. The Jal Jeevan Mission is based on a community approach to water and will include extensive Information, Education and Communication as a key component of the mission. JJM looks to create a jan andolan for water, thereby making it everyone’s priority.
The Chief Secretary while reviewing the physical and financial achievement during 2020-21 under the JJM and State Action Plan for ‘Har Ghar Jal’ emphasized that the mission should be completed under the stipulated time i.e., by March 2023.
Out of the total target 220323 households, the achievement of the FHTC stands at 51 percent as per the report by the PHE Department. 5471 villages have prepared Village Action Plan (out of 5553 villages), 5433 villages have formed Village Water and Sanitation Committee (out of 5553 villages) and total 212 Implementation Support Agencies are engaged on the ground.
Approval was granted to five pilot projects on roof top rain water harvesting at Government Schools in Dirang, Longding, Khonsa and Changlang. The Chief Secretary however stated that the projects should be developed in such a manner that the students are made to learn from the projects on the importance and benefits of the management and water conservation.
He stressed on giving priority to Education, Health and CHCs for providing drinking water supply. Accordingly approval was granted to 2390 numbers of Schools, Anganwadi centers, Health Centers, Community centers, GP Buildings, Community toilets, and other government offices for providing drinking water supply.
The House also took important decisions on watershed management for critical districts like Tirap, Changlang and Longding.
In order to educate the people of the State on water management and conservation, the Chief Secretary further told the PHED to send 15-20 groups of women from each river basin of the state on exposure tours to different parts of the country which are renowned for their water management and conservation.
Secretary PHED Rinchin Tashi, Secretary Finance Y.W. Ringu, Secretary Health & Family Welfare Dr. P. Partibhan, Chief Engineers PHED & WS Toko Jyoti (WZ) and Mission Director JJM T. Basar and others were present in the meeting.
