ITANAGAR, Feb 28:  The Special Investigation Cell (SIC) investigating the alleged malpractices in the examination conducted by APSSB for the posts of LDC, JSA and others today made public the modus operandi used by the accused in the case.
So far, five persons have been arrested which include a candidate for this examination Senia Bagang, Mongam Basar an individual, the then Under Secretary of APSSB Kapter Ringu and two Data Entry Operators in APSSB Tame Tania and Khem Raj, stated  Superintendent of Police, SIC  Harsha Vardhan.
The SP disclosed that as per investigation, Mongam Basar acted at the behest of then Under Secretary Kapter Ringu and received money from candidates and passed it to Ringu, in lieu of getting them selected. Ringu also directly received money from an another set of candidates. After the examination was conducted on February 2, 2020, trunks containing the used OMR sheets and other exam materials were brought to the strong room in APSSB office. Ringu aided by Data Entry Operator Khem Raj then went about tampering the OMR sheets and entered into the strong room several times outside office hours using the keys available with her on February 3 & 4 and filled up the OMR sheets of the candidates who had paid money and then placed them back in the trunks.
SIC has also unearthed the specific details of how this was done. Data Entry Operator Tame Tania helped in tampering with CCTV footage once the issue of malpractices came to light through social media on February 15,  the SIC press statement said. Further, the statement also divulged that SIC has confirmed that the two arrested Data Entry Operators of APSSB, Tame Tania and Khem Raj also appeared in the exam as candidates themselves and qualified. Their OMR sheets were also tampered by Ringu to favour them. 

Now, having reached this stage of investigation, as the SIC is ascertaining how many candidates paid money or got benefited through malpractices, their specific numbers cannot be shared, the press statement added. 
SIC has seized electronic evidence which are being processed in an appropriate manner and has also frozen the bank account of Ringu. SIC is committed to conducting the investigation in a professional and evidence-based manner to unearth the truth and investigation is still continuing, touching various aspects of the case, the statement read.
“We have noticed that some persons are spreading rumours/false information regarding the current status of the arrested persons. We would like to reiterate that Kapter Ringu, Mongam Basar and Khem Raj continue to be in police custody.  Senia Bagang has only recently been granted bail by the Court on the ground that she is a feeding mother to a 5-month old baby and strict conditions of bail have been imposed on her. Tame Tania has been granted bail yesterday because of a pre-existing severe medical condition,” informed SP, SIC through the statement.    ES Newsdesk
