ITANAGAR, Oct 28: Arunachal Pradesh Public Service Commission (APPSC) to challenge the judgment of Guwahati High court to re-conduct Prelims examination of Arunachal Pradesh Public Service Combined Competitive Examination (APPSCCE) in Double bench,this was informed by the Secretary APPSC Taru Talo.
Speaking to media, Secretary APPSC informed that ‘the preparation is going on but the time frame given by the court is about to end. So it is not possible to conduct the examination as per the court direction, so the Commission is filling petition to challenge the judgment of the court in double bench,’ he added.
Further, the Secretary also added that ‘section of candidates who have already appeared in the examination have also filed an appeal in the court. Due to that commission will also become party to it.' While confirming that the commission would file a separate appeal to challenge the decision, he stated ‘we felt that commission’s part was not heard and reflected properly’.
On September last, Guwahati High Court, Itanagar Permanent Bench had directed the commission to conduct fresh preliminary examination by strictly following the rules, guidelines, syllabus within a period of eight weeks.
The judgment came after almost one year of filing the WP (C) 475 and 486 of 2018 by the aspirants of Commerce subject in August 2018. Petitioners (Commerce subject aspirants) alleged that they had found various anomalies in the question papers and over 100 questions were out of syllabus. Moreover, only three of the 1030 commerce candidates were able to clear the preliminary exam.
The court in its judgment added ‘the Prelims conducted on 29.07.2018, the result declared on 02.08.2018 and 16.08.2018 is hereby set-aside. In view thereof, the mains conducted on 10.11.2018 also do not survive and stands set aside.
Court also directed the commission that, it shall allow all the candidates who were earlier given Admit Cards to appear for the Prelims to be conducted and if the same Admit card is no longer retained by the candidates, the commission shall issue a fresh one on request.
