ITANAGAR, Sep 21: Exactly five months after the May 21 massacre which took away the life of the contesting MLA candidate of 56-Khonsa West (ST) Assembly Constituency, Tirong Aboh who ultimately emerged victorious, the Election Commission of India has announced fresh date of bye-election.
According to ECI’s Press Note No. ECI/PN/84/2019 dated September 21, 2019, bye-election to fill the casual vacancy in the 56-Khonsa West (ST) AC will now be held on October 21 and counting to be conducted on October 24. The other important dates of this bye-election are- date of issue of gazette notification: September 23, last date of making nominations: September 30, date for scrutiny of nominations: October 1, last date for withdrawal of candidature: October 3 and date before which election shall be completed has been fixed as on October 27.
With the announcement of election, provisions of Model Code of Conduct(MCC) to be followed by the political parties and candidates such as announcement of any financial grants in any form or promises thereof, ban on transfer of officers/officials connected with conduct of election, etc. has come into force w.e.f. September 21 which will apply to the whole of Tirap district and shall remain effective till the completion of election i.e October 27. Electoral Roll for the aforesaid Assembly Constituency shall be used with respect to January 1, 2019 as the qualifying date has been finally published. Electoral strength of this AC is 10185, with 5226 female and 4959  male voters and there will be a total of 23 polling stations.
ECI has directed all the Departments to take note of this poll schedule and made it absolutely clear that any violation of instructions regarding ban on transfer of officers/officials connected with conduct of election, payment out of discretionary fund and deviation of MCC guidelines by political parties and candidates will be viewed very seriously and necessary action as deemed appropriate would be taken accordingly.
