A lot to ponder upon

On the Civil Service Day, Prime Minister, Narendra Modi lamented over Indian bureaucratic for their procedural delays in processing files. There is no point to contradict that the Indian bureaucracy is one of the worst in the world. India is ranked 81st in the global corruption perception index. In long run, the inflexibility of our bureaucracy willprevent India from matching the growth rates of its great Asian rival China. The great Triple - C, the CBI, CVC and CAG, have failed us miserably in cleaning the system because of extremely tardy procedures and because of engaging many of them to look after their Political master’s feud. It is interesting to note that most of IAS aspirant belongfrom the IIT, NIT, IIM, AIIMS and Toppers of Indian and foreign universities. In spite of that filtered bottom-line, India’s bureaucracy is 'the most stifling in the world'. Spoon feeding in the long run teaches us nothing but the shape of the spoon.

Contrarily, do the political masters really keen to join the forces in cleaning up and accelerating the system. Do these masters will stop the exploitation of creamy layers? A frequent transfer of civil servants is one of such hindrance and this happens under the whims and fancies of political bosses when civil servant actually takes on them.  It is fact that during British Raj the administration was for the interest of Englishman but today it has to be for the common man. Nevertheless, it is not time for lamentation but to review and reason together for the glory of this great nation.

In case of our state; the scenario is not less than any cobweb. The native indigenous civil servants have already ignited their intellectual immune system yet the state Civil Secretariat spring under the senior bureaucrats from different parts of Indian Subcontinent. The tribal psyche is different from other region. For the rapid growth, the charge has to be taken by conglomeration of native indigenous civil servants. The native civil servants have edge over many things. They are familiar with the geographical conditions and living styles of the local. Thus, there are more chances of accelerating any work keeping belongingness in mind.

One might have often encountered deserted office in all parts of our state. The vacuous office is not only found in particular department but in all existing 36 departments of the state. Who heads such ghostly office? Becoming a civil servant is not a privilege or fortune but a gift. Many toil day and night and aspire to become one but all their efforts go in vain. Today mother Arunachal have thirty thousand unemployed youths aspiring to become civil servants. Those who have occupied responsible chair should give justice to their profession. The almighty will not descend down from sky to lead us. The greatest court in universe is our conscience that allows us to tend towards light and darkness. Progress of our land depends on our oneness; acceptance of one another for what we are and of course on Civil Servant also.
